The Summit Nobody Watched: What UNCCD COP17 Reveals About the Architecture of Climate Diplomacy

While the world's attention is already turning toward UNFCCC COP31 in Antalya this November, a different UN summit opened and closed with barely a ripple of international coverage. The 17th Conference of the Parties to the UN Convention to Combat Desertification (UNCCD) met in Ulaanbaatar, Mongolia, from 17 to 28 August. It is easy to dismiss it as a minor gathering on a niche topic. It shouldn't be. COP17 is a useful case study in something that matters well beyond desertification: what happens when political will outpaces institutional capacity.

What actually happened

Convened under the theme “Restoring Land, Restoring Hope,” COP17 is the least visible of the three Rio Conventions (climate, biodiversity, and desertification), but it was not small. Delegates from 197 parties, alongside development banks, the private sector, and civil society, brought roughly 15,000 people to the Blue Zone.

The results were mixed. A financing package of 1.3 billion dollars for land restoration and drought resilience was announced, split between 644.5 million dollars in “new” financing and a further pipeline still in development; of the new financing, 216.4 million dollars is already being implemented. But scale matters here: by UNCCD’s own estimate, meeting 2025-2030 land restoration targets requires roughly 355 billion dollars a year, against a current annual investment of about 77 billion. That leaves an annual gap of around 278 billion dollars, next to which 1.3 billion looks largely symbolic.

More consequential was the failure, once again, to move forward on a global drought framework, an issue that has been stalled since COP16 in Riyadh in 2024. The African Group pushed for a legally binding drought protocol; the United States opposed any international drought instrument, binding or not, framing drought management as a purely national matter. Negotiations locked up again, African delegates staged a walkout at one point, and the issue was pushed to COP18 in Egypt in 2028.

Why this keeps happening: an institutional gap

Here is the part that deserves more attention than it gets. Unlike the climate regime, the UNCCD has no IPCC-equivalent body: no periodic, comprehensive assessment process formally endorsed line by line by governments, and none of the authority that comes with it. Its Science-Policy Interface (SPI), established in 2013, is a voluntary panel of 35 experts. The SPI is useful, but it is structurally lighter than the IPCC.


Researchers studying this dynamic have a term for it: “IPCC envy,” the tendency of other environmental conventions to look at the IPCC’s success and prestige and try to replicate it within their own, narrower domain. According to a 2024 study, this longing intensified within the UNCCD after IPBES was established in 2012; the secretariat reportedly felt real frustration at lacking an equivalent body before eventually establishing the SPI over member-state resistance. The envy itself isn’t the real problem. The real problem is what its absence produces: without a single authoritative scientific reference text, there is no shared “the science says” ground to negotiate from. That is a structural reason the drought protocol keeps failing on sovereignty grounds rather than settling on evidence.

COP17 produced its own small case study of this weakness. The 20-member Intergovernmental Working Group on the Future Strategic Framework (IWG-FSF), tasked with designing the Convention’s post-2030 direction, ran into a dispute over the nomination process for its Central and Eastern European seats; the Russian Federation later placed a formal objection on record at CRIC23, claiming its nominated scientific expert had been excluded “for political reasons.” The same working group’s final report to COP17 delivered a vision statement and sixteen broad thematic headings. Still, there were no concrete targets or binding indicators, and the working group recommended extending its own mandate through 2026-2028. In short, COP17 did not complete the post-2030 framework. It was only sketched.

A global pattern, seen through one delegation

One data point from the participant list is worth flagging, not because any single country’s numbers settle the argument, but because it illustrates the gap so cleanly. Türkiye sent the third-largest national delegation among all 197 Parties, roughly 140 people, behind only Mongolia and the Russian Federation and ahead of Saudi Arabia, Brazil, France, China, and Japan. Yet Türkiye has no representative on the 20-member IWG-FSF shaping the Convention’s future, and none on the SPI’s roster of 30-plus scientists.

This is not a Türkiye-specific story. It is a visible instance of a broader pattern at UNCCD COPs: diplomatic presence scales faster than scientific representation. Large delegations signal political attention; they do not, by themselves, build the technical and scientific infrastructure a convention needs to move from broad commitments to enforceable ones. Countries investing heavily in visibility at these summits would do well to ask whether they are investing proportionally in the expert pipelines, university programs, and research capacity that actually shape outcomes between COPs.

The lesson for COP31

UNCCD COP17 leaves a clear takeaway ahead of COP31 in Antalya this November: There is a persistent gap between political will and scientific-institutional capacity, and it shows up both in financing and in representation. COP31 will stage the same dynamics (the gap between pledged finance and actual need, the degree to which scientific authority can shape political outcomes) at a far larger scale. The lesson from this smaller, quieter COP is simple: a crowded stage is not the same thing as institutional depth. Every host country, and every country that treats delegation size as a diplomatic asset, should ask itself which side of that gap it is actually closing.

This is not pessimism. It is data-driven realism.
